The "ball" in the tour titles has become iconic and brings back great memories even from TF era but with "Joanne" sounds ridiculous  It should be "Joanne's tour"/"Joanne presented" or something like this

The tour name is real for sure, that promo banner has that Joanne cover uncropped body thing and we didn't have a digital copy from it, and judging the banner, that pic might be the original so = official
