I did listen to the album and I know that Gaga has solo songs and Tony has too but that doesn't make it a SOLO ALBUM, again check what solo means. TFM is technically too long with too many songs for beeing an EP and it had it's own era and everything so for Gaga and the fans it's an album. Edit: Gaga even called BTW her 3rd album.
