Because:

- Gaga has not done actual promotion there and PI wasn't a big hit. She has a big fanbase there so promoting there to make people aware of her release is very profitable.

- Japan has a lot of collectors. If you bring out a second, third, fourth, fifth version there's thousands of people who will buy ALL versions. This is why The Remix has gone platinum, BTW The Remix went gold, Monster Ball DVD sold thousands and thousands of copies too. Cheek to Cheek, in a genre that has never done well in Japan at all, sold 60k.

- Fanbases in Japan buy albums first-day a lot. A single by AKB48, for example, can easily sell a million PHYSICAL copies first-day.

- Promotion in Japan is extremely effective. If you perform at a TV show, you'll instantly notice the song and album being bought a lot the next few days and stabilising at a high place.

- Japan is extremely profitable. Physical CDs cost $30 and singles cost up to $10. Tour tickets average $200. The profit from Born This Way was probably higher in Japan than in the US.

- Gaga is still 'cool' there. She doesn't have a niche like in the rest of the world, she's appreciated by everyone there and thus promotion is a lot more effective.

Well the most popular artists there were MJ , Mariah Carey , after 2000's Gaga is the Most populer  western act in Japan , also Gwen is realay well received too.

1. Japan is the 2nd biggest music market of the world.

2. Japan is also one of the biggest piracy nations, if something is released somewhere else but not in Japan, you can be sure that it will be on at least 150 Japanese torrent servers and no one will choose to consume entertainment in a legal way. That's why Japan gets exclusive tracks and sometimes even early releases.

Like someone mentioned, the price of CD is Japan is higher than imported CD over there. Almost 10 bucks more. If they don't put bonus tracks, nobody would buy the locally produced CDs and everybody just buy the imported ones.

Another reason why Japan has different releases is because it's close to China etc.

This way, Japanese people are more likely to buy the expensive japanese CD instead of a cheap import

Plus, not many western acts are big in Japan. Gaga happens to be one of the few to prevail there (ARTPOP was awarded one of the best international albums in 2013) so she might as well keep her edge.

She also filled up 2 stadium shows in Japan during the ARTPOP Ball, which is a very surprising thing during ARTPOP era :classy:

It was sort of said, but in Japan, digital sales exist, but aren't encouraged, so record companies make their money from actual CD sales as well as concert. It is certainly worth the promo here, and is the norm for big sellers in the industry which also include popstars like Utada Hikaru and Ayumi Hamasaki. I would imagine they also have a year round contract per period rather than per artist, so they can advert any artist they feel is worth the promo, and an album like Joanne will probably be well accepted into the market there, because they tend to like laid back or more traditional pop albums (even though in the US we usually see the crazy stuff from them).
