A lot of critics generally have a cynical view towards any artist that branches outside of their original genre. They're somewhat biased because they're going to assume it's going to be inauthentic before they listen because artists can really struggle to do another genre justice so you're fighting an uphill battle already. Whilst Joanne is still very much pop, you can hear she isn't continuing to try and write Poker Face or Bad Romance again (like she did ARTPOP, which made it easy to bash) and that's what they'll be comparing her work to.

Also, a lot of critics have to write what their readers would want to read so a popstar should not get a good review by a rock rag etc and if public opinion of someone is negative, they will give them a negative review because people want them to fail.

I personally don't really care for what critics think though. I like critically acclaimed music and music they have torn apart. It comes down to taste once it's out of the realms of music "formula."
