It's too late, Pence doesn't have any ground game established and early voting has already started. Plus, Trump has a certain percent that will vote for him no matter what. That means Pence and Trump would split the vote of those who would vote Republican. I don't think they are legally able to even do that at this point in the campaign. Early voting has already begun and I'm sure most ballots are already printed in all the states.
