I honestly like the op's choices the most. I don't think she should end with PI or Bad Romance, neither sound like closers. I'd love her to have an intro with Venus in there, just to have something obscure that the GP might not know like how Beyoncé performed End of Time (not a single from "4"). 

If she were to cut anything, I'd probably take out You&I or anything C2C. Although Yuyi is actually a good stadium rock song.

She HAS to close with TEOG, the song was made for the Super Bowl.

Then slow things down with what starts as a piano version of BTW, but then goes into the live/album version at the chorus. Then for a bit of star power either Florence or Beyonce collab, depends how Hey Girl sounds and whether it would keep the momentum going. They finish off the song alone/mash it with a chorus of their own song while Gaga changes. Then everyone joins in with Gaga for TEOG (including her sax guy etc.). Then everyone leaves and Gaga slays the world with Bad Romance.

All her albums covered (no, not C2C...), biggest hits, bit of piano to show her talents, but only part of a song, people want upbeat energy at the superbowl.

That doesn't mean she's doing it. The Super Bowl is about the audience and the songs they like and know of of her. They don't not like You And I, but it doesn't fit the super bowl as much as other songs. Think about it.

Yes, everyone likes you and i. But as much as the other songs?

Think about how much time she has. Just Dance, Poker Face, The Edge of Glory, Applause, Perfect illusion or second single, Bad Romance and then whatever a special guest could possibly do. I don't see it really fitting in.
