This isn't just a Gaga thing. It's how most campaigns go these days. You can't just promote all over now when music isn't selling. It's a waste of funds and also time.

Interscope probably agreed to Joanne with the condition that her original LG5 concept would come full force as LG6.

Gaga knows what she is dealing with, but it's hard to understand her choices from our own perspectives.

if the era as a whole is as experimental as she makes it sound, yes tht would affect her promo budget even if the lead single isnt too experimental

I wish more people would realise the label is still firmly in control. When people here say "Gaga is / isn't doing this because that's what she wants!!1" I do let out a little chuckle. She literally said a lot of the sh*t going on with ARTPOP was because of the label. Oh well, this site will never learn.
