The judicary system in the US is very broken. Judges cannot be fired straight up, you have to go through an extremely lengthy process to just have them considered to be removed from their position, nobody ever bothers. Edit: apparently this is in Canada, but after some searching it looks like its even harder to remove a judge there.

You do have to be trained in law, but the issue is that judges are assigned by the prime minister in Canada, or president in the US, and are practically immune to losing their jobs thereafter. The removal process of a judge is extremely lengthy, tedious, and nobody bothers doing it. A handful of judges started their process of being reviewed for removal in Canada in the 1980s and some of the reviews are still "ongoing" to this day. This paints a picture of just how impossible it is to get rid of a judge, the rest of the judges just resigned before the review ended. There's a good article on it here, it directly references the issue in the OP. http://www.cbc.ca/news/canada/judge-removal-canadian-judicial-council-1.3314962
