Well there is a difference between 2013 and 2016. Also, Gaga is considered to be an album seller, especially with her previous releases, Rihanna not so much, so I guess people expect to see higher numbers when it comes to Gaga. The Remix is over 1M in sales too. That compounds to the 27-28M bracket for albums WW.
