Faster growth in retail and services sector and slower growth in industrials as economy matures should also keep a lid on emissons growth. Those are extreme cases... usually it's not that much. Note that China's energy consumption (2012) is 1174 GW. Adding 35GW of renewable energy isn't that much, maybe about 2.5% of total energy (especially considering the energy consumption must be at like 1400+ GW in 2016).
