Isn't billboard magazine a music trade publication? Even without a "hit" Gaga has been relevant, taken on a variety of projects (both in genre, with Cheek to Cheek and her Oscars performance, and form of media, with her filming for AHS), continued to stay involved with social issues a la TIHTY, and more. This.The way she got the media to talk about her and her talent and voice thanks to her Oscar performance alone makes her deserving of the title, and it wasn't even a song or a project of hers.
