For me personally, reason number one is that she didn't win an Emmy, and she's not performing.

Even though no publicity is bad publicity, I guess sometimes no publicity is the better option.

Perhaps her team thought that she would just look awkward and decided to cancel the plans.

Or if it was the Emmy's burning the bridges then I don't really know?

Anyways, I'm glad she's not attending. I personally would feel really embarrassed and uncomfortable with having to present an award, meanwhile I didn't win one, an in general being in a place I didn't want to be. 

Do have in mind Gaga is trying to recover her image and the Emmys were just part of the big plan.

I hope she or her team didn't cancel because she didn't win the Emmy.

In my opinion, that would just make her look like a sore loser; "Oh, I didn't win the Emmy?  Fine then.  I won't present anymore."
