Maybe Gaga is still in that experimental phase trying to come up with something new and fresh and that is why she works with many different people, she wants to broaden her horizons because she wants to add new influences to the electro-pop genre of the album

nnnn why is everyone jumping to the conclusion that this is for LG5? Gaga already mentioned that she's putting the album on the back burner until she is finished devoting her time to AHS. 

The way he mentions "Gaga, Snoop & Drake" probably means he is putting out an album featuring these artists, like most DJ's do...

That doesn't mean producers are not working on it with what she already has recorded (definitely more than we think). Phil Tan is already doing his job right now which means some songs are already edited or mixed.

+ DJ Tomekk didn't say he's working right now with Gaga, but he said he had worked with her. It could have been few weeks / months ago...
