She said that she was already writing new stuff back in Q1-Q2 2014. And you have to remember that she wrote an album like Born This Way while doing The Monster Ball + promoting the singles. I'd say that relatively speaking she must've had a lot of time to write/record the past few months, as well as some time to do so during ARTPOP + ArtRAVE.
