I don't think Mexico would pay. However, Mexico refusing payments could give Trump an excuse to invade Mexico, to conduct military operations against the cartels and to take over Pemex, one of the largest oil companies in the world. This is calculated.

Least of which is to reshape the political landscape of the middle east. 

ISIS is a product of the region and the U.S. interference.  Using the reserves would mean reducing our commitment in other global regions.    Hence the current recruitment rate is far to low to bring up the number of men necessary to maintain that level of military readiness.  

Secondly , the Iraq war mainly had the U.S. forces destroying equipment and buildings ... after those objectives were met...the number of men necessary to control the country was way short.  Terrorist enclaves like IS and the Shiite's from Iran operate to this day in much of the region.   To stop these types of radical organizations in the Middle East will require a much large ground force than currently is available ... hence the need for draft .... drone strikes, air force sorties , artillery, missiles all are very very good at destroying individual targets, but don't control territory... boots on the ground do that.

Purely from an economic perspective, it would be disastrous. Sanctions, high military spending, less trade, lower gdp per capita (because Mexico is poor), etc. And for the Republicans it would also be bad, because the Mexicans would mostly vote for Democrats.

A better thing is to grant Texas and other conservative states independence. That way the rest of the US can become richer, because the traditional conservative economics will have less support.

Texas is one of the richest states and is extremely important for the US economy. The Port of Galveston near Houston is one of the largest ports in the nation and that's where a large part of the petroleum industry is located. That would be a disastrous move  

Also, Houston hold the largest medical center in the world. People from around the globe come here to get treatment. Texas is a necessity for this country. Don't let the stereotypes blind you.
