I don't think she has ever addressed its underperformance but she has mentioned the reasons why she didn't feel as good as she felt with her past albums.

​She even said it: "I sold as much as everyone else. I'm sorry I didn't sell 20 million in the first week. I'm very proud of what we've done." She's answered this question many times, but we refuse to consider it. :smh:

She probably has some sort of resentment towards her old management. But I don't even think she considers ARTPOP an underperformance.

Her old management and the media. I don't think she sees it as an underperformance, but all of the messes that happened eg. the app, never cam to full fruition because of what was going on with management behind the scenes (as far as we know). Then because of this all coming to a head post-youtube music awards when we found out Troy had left, literally a week after ARTPOP was released, it was perfect timing for the media to jump on that, alongside the first week sales ect. and spin it into some huge tragic mess where the album was 'bad' and didn't sell enough copies.

She said multiple times that ARTPOP was a therapy for her after what happened to her w/ BTW Ball. She had a ton of fun messing around and just making fun party music. I don't think she was worried about the money/sales.

I'm talking the floppy app, no music video for DWUW, lack of promo for the singles, negative media towards the album, etc...not so much #1's or sales...

​The album marked a continuously massive decrease in her sales, commercial power and media presence. By that standard, It is considered to be an underperformance. And that's a very valid perspective if you ask me.

For instance, if a movie makes $800 million and then the following one in the series makes $300m. Do you think the media will report it as a succcess or rather a very disappointing boxscore? I think the answer is obvious. And the same applies for Gaga's case. You can't really blame anyone for jumping on this opportunity to call out Gaga's weak commercial performance.

IMO, it can be considered an underperformance on a gaga standard. Her past 3 albums were massive and ARTPOP failed to maintain the success of the previous eras. Add the fact that people were expecting a lot from this album because it was hyped too much, and when it failed to meet their expectations, they were all like "Gaga is so over", "She's a flop", etc. But yeah let's just move on. Past is past. And lbr, a flop era is a part of every pop star's career. Even pop legends had their ups and downs.
