The point is that with such a HUGE DECLINE she is still close to the biggest artists in the world. Some people think ARTPOP is her best work. Some people understand that having a hit on the charts doesn't necessarily mean it's any good. It means nothing. Some people think artRAVE is her best tour. She's still controversial, she's still making killer music (arguably her best, but this has been discussed ad nauseum), and she's still causing a ruckus everywhere she goes.
