Don't remember many artists making that type of music around that time. Also i don't think people underrate TF here, TFM and BTW were stronger albums overall and had more uniqueness to them compared to TF. Another thing is that people overrate ARTPOP way too much, it's a very good album but not close to her best body of work. Most fans naturally tend to favour the newly released ones... until a newer one comes along for the sole reason of arguably having a short-time span of attention. And it doesn't reside only among music fans, but in humanity as a whole (See wars and politics). But anyway, The Fame had her best singles - the singles that made her the biggest pop star back then. Without them, I doubt there would be even an ARTPOP to talk about. Not to mention, TF's sales comprise the biggest bulk of her total album sales. That alone for me says a lot on how well appreciated it was - amongst the fans and the public. If there's an album of hers which is poorly received by the fans, then that's ARTPOP. However, it did kind of bring pop back into the mainstream. Back in 2008, dance music like that wasn't as popular and The Fame was quite fresh back then.
