The movie has the same premise of the purge, all crime legal to reduce crime rates at other times. She is the evil mastermind behind it all, she is the governers daughter, everyday for 5 minutes twice a day all crime is legal. During this time she takes stage and performs while people are being slaughtered in the streets. Here is the other song which is from the intro of the film.
