Just because she's apparently starting to record doesn't mean that the next album will be out any time soon. She started getting things in motion for ARTPOP like a month after Born This Way was released. Gaga's just like that. She's always creating. She did mention that she'd like ACT II to be out before the beginning of the tour, so who knows. I certainly don't think it would be a bad thing at all. I'm always down for new music, and maybe it's what Gaga wants and thinks would be best. Maybe she's tired of how "messy" ARTPOP as an era has been and wants to move forward to the next phase of the cycle now that she feels in control of her decisions and can do things the way she wants? She ended the Born This Way era 7 months after beginning to work on ARTPOP, and she also said she wants ARTPOP to be a longer era than Born This Way. Well she re-released "The Fame" (her debut album) with the EP "The Fame Monster" but because of the buzz of the new songs, the EP was released as an independent album.
