ARTPOP was released 8 weeks before the end of the year, that means she would have sold 287,000 copies every week after its release which is simply impossible, not even 21 did that. It's shipment, shipments are album that are on the shelves of a store and not on a hand of a people who pay for it. ARTPOP sales are between 1,8 to 2,3 million as of today. Just because at the moment everyone is selling **** doesn't change facts. Pink sold 6M+ albums RED sold 6M+ albums Frozen obviously smashing. Gaga at her peak (or after it) sold 7M albums WW (5M in 5 Months) Katy's PRISM is barely selling 3M in 8 months and she is the Queen of pop ? bye. its a lot more than ARTPOP - its ~70% more so in that context it's doing very well in the digital age.
