Not true because one week before the show, the sales had a big boost and the promoters announced that 25k tickets had been sold, so until the day of the show, there were probably around 30k :)

Even Gaga said that 23,000 people has arrived. And I live in here, so I've read some articles:

mako says 20,000

ynet says 25,000

walla! says 25,000

Billboard says 33,000

 

there were only between 20-25K people at the show.
