I think its true. Look at Prism. There is not way  it sold 12,489 (including itunes) in its 4th week

If this were the case, don't you think HDD could make this simple mathematical problem themselves? 

 

This is not 33% of TOTAL SALES. That would mean they already know the final number. 

 

This means 33% of stores/retailers that are on the market REPORTED their sales. One store could sell 1 copy or a big one could sell 10,000 copies. It makes for the same percentage.
