In case anyone else is wondering like I was: The three-part file is a ZIP archive. I was only able to extract it with 7zip, after manually joining the parts (it's possible it would've unzipped without the joining but I didn't try that).

Eh, believe me, you don't want to do it the way I do it. I'm using some arcane, kludgy tools that haven't been updated in years that were designed for use with TiVo recordings. They don't actually speak transport streams, so if I want to work on one, normally my first step would be to convert it to a program stream, via ffmpeg. That's where it's falling down for me in this case... I've been trying other tools, no luck yet.
