Rather, they've been focusing on Roar, which turned out to be a smash hit. Katy is still fun pop candy to people. A music buyer has to feel justified for investing a larger amount of money into an album and Katy isn't there just yet. That is why the label decided to release Unconditionally as the second single instead of Dark Horse. They realize that now is the time to establish Katy as a long-term artist.
