They're just single covers. I'm pretty sure she blew a huge chunk of her "artwork budget" on a big-ass sculpture of herself. 

 

Album sales > Single sales

It'll certainly get some publicity! Very daring. But I don't see how it ties into the concept of ARTPOP...she went from Boticelli's Venus to a candid picture of her butt. The Terry Richardson/Nan Goldin style of the photo is more pop art than art pop...i.e. turning what's popular (selfie/candid shots) into art. So what is ARTPOP supposed to be about again...??? I was really expecting more cohesiveness from her this era. Meh. She contradicts herself constantly on what art pop means. I love the new snippets we've heard and am excited for the album, but I wish she didn't have to label and theorize everything that she does, because it stopped making sense a while ago.

 

She hasn't labeled or theorized this image, though- the image has been left to make its own statement. So far, at least.

 

The concept behind the name ARTPOP is basically breaking down boundaries between so-called "high" and "low" forms of art. It's like pop art, but this time its a force of pop culture (Gaga) taking what she wants from "high art" instead of "high art" appropriating from pop culture.

Well, first off its a promo single so I doubt she thought the artwork for it needed to so strictly fit in with a narrative for this album.  

 

How I've always digested the way Gaga talks about her work is that she is not necessarily giving a strict reading of what a particular song is supposed to mean, or the one way in which a particular image or lyric is to be interpreted, but she usually seems to list off all of the different ideas and themes that she may have had running through her head while writing/creating a song.  

 

With that, I don't hold her to a strict standard of "cohesiveness" based on what she says in interviews, etc.  

 

Also...the song is called Do What U Want (With My Body)....the cover is a picture of her ass.  Its more straightforward than she usually is.  I love it.
