Two reasons:

1) About half the states in the US have no "age of criminal responsibility", generally agreeing that kids around 7 or younger simply don't understand enough to have legitimate criminal intent, but other states do have ages where kids become responsible for their crimes. In California it's 12, North Carolina is 8, Georgia law says the age of "criminal responsibility" is 13. Meaning anybody 13 or older who commits a crime is responsible for said crime.

2) The legal definitions of charges like "child molestation" only refer to the age of the victim, not the age of the perpetrator.

Also, in Georgia there's a mandatory transfer to an adult criminal court for certain serious charges like murder, rape, armed robbery, and child molestation which is why a 15 year old is being tried as an adult.

If convicted, which he likely will be, each child molestation charge carries a minimum sentence of 25 years.

The only kink in that is that the superior court has the discretion to throw this case down to a juvenile court but that's unlikely. They like to make examples out of people like him, I think.
