Either way, it doesn’t change the quality of the work. Also, her comment about it being the album of the millenium was obviously a joke that referenced her serious and controversial statement that Born This Way would be the album of the decade. The 2012 and early 2013 demos were a whole different sound. The Applause recording while she's lying in bed post-surgery. She had a vision for this era and then Troy and the label pushed her into the album release machine and had her performing and doing promo before her hip was even fully healed. If she'd been given a year, not had to rush the production with EDM, and could turn her concepts into a cohesive package, it might have been game-changing. What made it dated was the fact that it wasn’t really breaking any new ground and much of what she was doing with the EDM on ARTPOP could be found elsewhere, so the already fairly dated sound of the album was compounded by the outsized standard she set for the album. I also don’t really see what the album was trying to “do,” given that it’s arguably less sonically progressive on the whole than BTW and is also, imo, generally less conceptually ambitious (the ARTPOP era, imo, was basically just a reflection of her whole ethos/mission statement up until that point, which is another reason why the supposed novelty of the concept is frustrating as an audience member).
