Probably a combination of reasons: 

- Like she mentioned on the Mayhem press conference, she doesn't consider a lot of the material from that time 'good enough' to release

- It was supposed to be a song for Kendrick Lamar, so maybe it's a rights issue

- Her old managed might've blocked her from releasing anything ARTPOP related

- Like Vanity, Glitter & Grease and Princess Die, she may just want to keep them as songs that belong to their respective tours.

I didn't like Kendrick's version at first but it grew on me, and now I find both versions equally interesting. I understand how it didn't work out though, there was no way to combine them cleverly.
