Not if they are deemed terrorist organizations and a threat to US National Security which they most definitely are. Cartels can choke. And I know this won’t solve a systemic problem but I’m not gonna shed one tear for cartel operatives being taken out.

Conducting military strikes inside Mexico without the consent of the Mexican government would be illegal though.

While they may have ground forces, their air presence is essentially non existent. They would be no match for the US Air Force. The issue with that though is there would be tons of civilian casualties at the hands of the US in the same way with Israel dropping bombs on Gaza. The whole thing would just be a mess.
