Most countries in the world RIGHT NOW have legislation that says that a HIV+ person can not immigrate to their country, for the exact same reason. Because the medication is expensive and the country doesn't want to pay for that. This is just an extension of that same policy, which, again, a lot of other countries also already have in place.
