They're seeing what's popular and trending on a macro scale and using it to their advantage. Like I said earlier, dogwhistles don't amount to much on its face; its the context they are surrounded by that shows you what's really going on. And the context that this ad dropped into is painting a gross picture. I understand societal shifts and general public feeling, I really do, and how that can weaken or strengthen over time given different happenings. But I can't give up looking at things case-by-case, because not everything is the same, and not every person is the same. I think it would be dangerous to start painting things with broad paintbrushes.
