This... I mean she said recently that ACT 2 wasn't going to happen because there are songs that she doesn't belive are good enough to be presented to the fans. And left the possibility that it might happen but probably not with the songs that we're initially planned for the act ii. 

I find it impossible to understand why people are still trying to make it happen

i don't really think it means anything but i'm open to being wrong. i just think it's a nod to all of the hardcore fans in the audience and her way of telling us she finally made peace with this album/time in her life thanks to the way we love it.

Gaga had the chance in that moment to say no, and close that door completely, but she chose to leave it open so i say why not be hopeful? Id LOVE a second volume of ARTPOP

Not Joanne? I get she sang Angel Down at CBT but overall she kinda doesn't acknowledge it much. I wouldn't consider Chromatica because she spent 4 years promoting it in some capacity, including releasing a concert film just last year. Which the fans kinda bullied her into doing, but still.
