Rita was always the #1 choice for the role. It was offered to her- she didn’t even audition. 
however, Disney needed to have backups ready because it was unlikely they’d be able to afford Rita- as she is the biggest icon in the world.

ultimately- Rita really believed in the script and was captivated by the role of the power hungry Queen of Hearts and accepted Disneys offer- despite her having to take lower than her average pay rate of $100,000,000 per film.
