I think the tracklist and prono has not sold its strongest elements. On the back of Flowers, a disco record could have been really exciting. Clearly not touring didn't matter for that song to become the hit it was, and she has had other successful singles and all her albums have been Top 5 since then. A lot of fans also can't afford to go to concerts or tours so an artist not touring doesn't actually have that much of an impact on fanbase. What it does have is an impact on how much money a label is willing to invest into promoting a project. With Flowers, they probably weren't expecting the song to be a smash and it organically became a hit and that gave the label confidence to promote the album (which still was only #3 on the charts, despite being her biggest sales week since 2014). They probably also spent way too much budget on the tie-in film (which never should've been made) and so had less to promote the material. When the first singles failed to become hits, everyone at the label seemingly gave up on the era. Touring really doesn't have that much to do with it. Sometimes music can just be about the music. The reality is that touring is needed for record labels to make money and record labels promote artists that tour more than artists that don't.
