If ur song reaches #101 then its #1 on bubbling under. Katy Perry does extremely well on this chart these days

 

Edit: on a serious note its a chart that can also simulataneously mean very different things to different type of artists

 

An A-List celeb only making it to bubbling under is an embarrasing flop. An Indie not famous artist getting a song to bubbling under would be a great honour
