simple example; I had a blood work last month, it cost $800 if you pay independently aka without insurance, but cos nothing with insurance if it is pre-approved before my health procedure, or $35 with copay on the premium I've got.

I also got a friend who got gout medication recently, out of pocket it would cost them $400 (3 different pills for 1 month worth amount), but with insurance, it is only cost them $5

Sounds to me like a way to improve his public perception, and when nothing happens, he’ll find someone to blame for it. And now pharmaceuticals are definitely not going back to manufacture in the US.

This gives major media spin angle "we're lowering costs so we can cut medicare/medicaid".

The reality is that while this would benefit those on medicare/medicaid, the cuts to medicare/medicaid mean most people who will fall for the spin wont benefit.

It would be good, but it’s likely just hot air. He can’t just decree what private drug companies can or can’t charge. 
Something like that could be legislated, but it remains to be seen if there’s actually a proposed bill behind this “proclamation”. Trump’s track record strongly argues it’s just another lie to toss on the pile.

A president cannot tell a company how much they should sell their product for. Do I think drug prices in the US are extremely overpriced? Absolutely, the greed of these pharmaceutical companies is so disgusting. But, hey, guess, what? That’s what you get when a country is ran like a company, and when the bottom line is the only things that matters. This is yet another distraction from trump and his joke of an administration. A poor attempt at making it seem like they’re actually helping the American people.

Yeah, I don’t think that’s what would happen. What would likely happen is, if the policy stands (given that the president likely doesn’t have the authority to unilaterally price cap pharmaceuticals) is that international pharmaceutical companies would probably just raise the prices of their pharmaceuticals in the markets where their product is being sold for the least so they can justify not lowering the price in the US. So, more than likely, this would hurt people in poorer nations like Ghana more than it would ever help people in the US.
