It, along with all of the USA symbolism this era, is not praise, it is critique. Hence the interlude video of her using the Statue of Liberty’s torch to light a cigar among other choice imagery. 

It’s like Springsteen’s Born in the USA: on the surface it seems patriotic but when you pay attention to what is being said you see how hyper critical it is of America.

This, she has the words "Never ask for permission for something that already belongs to you" on screen while singing it.
