Is there a reason why artists are deliberately delaying the full conceptualisation of their tours until a bit later?

Not only did she change the stage, wear better outfits, but she also included more RO songs?

Like why wouldn't she do this 8 months earlier which would've improved RO's Grammy chances and everyone's perception of RO?

Been to her first two tours, and the future nostalgia tour was one of the best concerts I’ve ever attended, even with nosebleeds. That being said I won’t be attending this tour, radical optimism was a complete miss for me.

God this makes me wanna go to the show now  like the shows last year made me at peace of not going, but this looks absolutely insane.
