I hope not. But would be weird to change the layout later when people are buying tickets. At the same time I doubt they’ll leak the stage design before her even announcing the tour

This is a standard default layout for stadium with the stage. So my guess is that it's just a template/placeholder for the stage layout, just to show off that there is a runway too.
