Lee was the one to blame for that and she runs away. Arthur wakes up and then the song starts with a big musical number showing parts of the 2 movies acted in a very theatrical way fitting the lyrics of the song, we get a classical broadway scene at the stairs to finally show Arthur in joker's makeup again and not being clear if he's really there or he died in the explosion and this was only his last dream.
