I think they need to retire most of the original cast except maybe Lisa and Bart voice actresses.

Has the Simpsons ever recasted voice actors for their recurring characters? Because I think they might just have Milhouse move away or something and give Bart a new bff.

They have plenty of times. For various reasons. (Voice actor passed away, changed to represents a minority/PoC characters better, etc)
