They changed the rules because of Gaga getting nominated for "Just Dance" (which was the only song released in the eligibility period) which stopped her getting nominated for BNA the following year

The rules are now

• have released at least an album or five singles (no maximum since 2021); and
• has not been submitted for Best New Artist more than 3 times before; and
• has had a breakthrough in the eligibility period

I expect Sabrina will meet these criteria and probably win the award

By the category rules, yeah. Its a hot debate, but technically she can submit. 
 

The only rule that would prohibit her from being a new artist is that you can only submit yourself up to three times to achieve the nomination. She’s submitted twice. But its been well known that the Grammy Committee will cheery pick or kick out nominees as they see fit. We might be surprised.
 

The grammys should just ditch the whole “new” concept and rebrand the category to “Best Emerging Artist”, cause thats really what they are recognizing this days. Plus its more accurate with how the new generations of artists are suddenly becoming more well known despite having several years and albums under their belt
