I’m not too familiar with Eurovision rules, but isn’t a person representing a country supposed to be from that same country? I know that she’s technically (Half) Polish American, but does that even count?

That is not a part of the rules, but the whole point of ESC is to represent your local music scene. 
 

There is actually no chance that she’ll represent Poland with this song since it can’t be released before January( not 100% certain maybe even February).
