i know it is very complicated, but i care about her, and if she said she wouldn’t smoke ever again, and now she appears smoking… it worries me

and what worries me too, is the ppl saying “mind your business” im like: will you even care just a little bit if something bad happens to her?

Nicotine is by far one of the hardest drugs to quit. It's amazing how normalized it is in the US because it's extremely harmful and terribly addictive.

I, too, hope she can quit one day, but regardless, she's a grown adult that none of us know personally. Remember that.
