As far as I know, which could be only a single tree in a forest of other things: When Gaga left Troy Carter to be managed by Bobby, the legal control of ARTPOP Act 2 was tied up in that split. Resulting in any decisions made about the songs to have to be cleared through Troy, which due to the bad breakup, wasn't going to happen. We know of course that DJWS has always been a strong advocate for Act 2 to be released properly. AP Act 2 does exist, but it cannot be released due to legal constraints.
