When is this supposed to happen? I don't see any of his studio albums on Spotify yet, just songs where he is featured on a movie soundtrack or in a compilation.

Yes it is. Other artists followed as well - namely Joni Mitchell. Just because they aren't artists you follow or know who they are because you were born in recent generations where they weren't active doesn't mean that they don't have influence. If he was not relevant today, this would not be news. Additionally following his boycott, Spotify made public statements that they are fighting against disinformation. This is a simple Google search, since you are unaware of what happened.
