Unpopular opinion: I don't think Gaga "wants" to release ARTPOP, even if some fans want it. It was a difficult time for her, and her worst reviewed album. Also, the sound now would be dated....my guess is critics would hate it even if fans love it.

I think she appreciates the love, but doesn't want to release it. She's never promised anything or even hinted at releasing it after 2013...-only DJWS. But fans will get angry at her.

I really agree with this.  Anything she releases now is going to be considered her most recent release, even though it’s older material.  I think Gaga always wants her music to reflect what she’s going through right now, and what she’s feeling like expressing artistically at the moment. I don’t think she would want 10 year old songs from a traumatic time to be her new era. Let her live and evolve.
