Obviously the most obvious case for us is Bad Romance. So I'll include that one. My other pick is Michael Jackson's Thriller. She had many number ones, four from that very album (the only album in billboard history to have seven top five singles). I wonder if it would be possible to have some kind of orchestrated campaign to get Fame a number one for even one week but the moment has probably passed since she already released all her anniversary stuff.
