Gaga is an ideator and refreshes her creativity very quickly. She thrives at making new concepts and ideas, but doesn't like to stick with them once something better comes up. Within just one album cycle, she will create a concept, run with it for one single, and moves on to a new one with a very different angle. That's what makes her unique. I think a whole album cycle dedicated to a whole visual theme would just not appeal to her. Nearly every album and project she's had has evolved in itself and was different from the previous thing she did. Chromatica was going to be worlds-based, Joanne Tour was going to more like the dive bar tour she started out with and ARTPOP was going to be heavily tech-based. None of these plans came to fruition, partly because Gaga moved onto to a new concept and had a better idea she felt she could invest in. Compare to this someone who does make visual albums like Beyonce. She doesn't have the same type of active creative curiosity, and instead focuses on perfecting a planned rollout. Her creative team will craft a full visual album for her and work with her to deliver the whole piece. Visual albums work best for artists that are willing to commit to a creative concept for an extended period of time, even if they know they'll get bored of it.
